This is driving me batty - no matter what I do, it always shows up. Even the menu per role module won't hide it. How can I hide this?

Two ways
1. Disable all submenu entries. The "create content" will disappear.
2. Create Content is part of the Navigation menu. Create a new menu and add all items you need from navigation. Add your new menu to your block and hide the navigation menu.

I´m just rookie at Drupal (6.8) but had the same problem as you, didn´t want my users to be able to create any content at first. I just went into admin -> menus and moved the "create content" into the rest of the main admin menu. Easy to do with the new drag´n drop-arrows.
Then disable (if not already done) the admin menu through block and uncheck it for all the roles.

Just be aware that savy or
Just be aware that savy or malicious users will still be able to create content via the appropriate URL (ie node/add/page). Disabling menus does not remove permissions.
