the feeds created by crss always contain the full text, no matter what the general rss settings are.

On tortoisesvn.net we have set RSS to show just headline and teaser:
http://tortoisesvn.net/node/feed

The comment module shows full node content:
http://tortoisesvn.net/comment/feed

I'd expect the comment rss module to honor the general rss settings

There is no concept like a teaser for comments. You seem to be confusing this somehow, i.e. you say "full node content" when in fact you link to a comment rss. Do I see this right?

Comments are not nodes so they don't honor node settings and as, Gabor stated, there is no such thing as a comment "teaser". I'd say this is a won't fix.
