I installed user_tags module and connected it to one of vacubularies. As administrator I add tags to USER_TAGS and accept it. but in user account I don't get anything. I go to "Edit Tags" form and don't see anything: no tags.

I cant replicate this - it worked out of the box for me...

This version of User Tags is not supported anymore. The issue is closed for this reason.
Please upgrade to a supported version and feel free to reopen the issue on the new version if applicable.
