Bring Email module into core

Greetings,

User settings page still has many email templates hardcoded. My feature request is to take ec_mail.module from e-commerce package and bring it into Drupal core as an API module. This module defines hooks which can be used to populate own mail templates. It is very convenient for modules to create their own email templates and don't bother about where to edit them. User core mail templates will use this engine too.
