I teamed up with a cartoonist friend of mine to build toonut, a community-oriented free cartoon host. We just deployed it for beta testing - check it out at:

We expect it will take time to gather a core of cartoon artists. We noticed that there are lots of sites for comic-book type work (multiple-pages, good vs. evil stuff, etc.), but very little for newspaper style cartoons.

It's built with Drupal 5.2, and a good collection of modules including vote_up_down, and some homebrew. I'm using the aberdeen liquid theme, at least for now. It just seemed to fit - we needed something very sparse and neutral to avoid clashing with the cartoons, and I find aberdeen very elegant.

Most of the site relies on CCK and Views. A great feature that results from using Views is that almost every page on the site has its own RSS feed, so you could subscribe to the Front Page, New Cartoons, or any particular artist's portfolio.
