I'm sketching out ideas for a site redesign and am curious how to go about this:

I'm intending to have my primary links displayed in a horizontal strip beneath my website flag. Beneath this I would like to have a clear space that -- upon rollover of the various primary links -- will display the secondary links based on the taxonomy terms available for the primary links.

Basically, I'd like to have the same navigation style as shown at http://postgazette.com/

Any themes offer this as an option?
