Is it possible, does it exist already?
A menu that is a drop down containing ALL admin functions in an indented form in the categories and subcategories?
I would so appreciate this....
And make it only visable to those with Admin Privelages as defined in the Users > Roles / Permissions
Thank you so much for letting me know abou this potential menu or the status/availability of any such menu...
It will save us all so much time!
No more clicking "Administer" to get to to reveal "Settings" to get to additional subcontent.

Hopeful future release
Hopefully a future release will take us closer to how so many other CMS sites offer menu options... more visual.
In my eyes... Drupal has a few flaws especially with navigation. When you click Admin it should not start with the log of errors. It should be a screen of icons listing all options at once... and the sub content under each "area".
Also... Settings should be part of the modules area.... One stop area: enable, config, and deploy all from the same place.
The other rant is the Breadcrub trail. It seems to be simply say home and nothing more for most pages. I have had clients say this is confusing, so I modified the theme.inc file to improve and expand the breadscrumb trail.
To you initial question, a dropdown or some master site admin index.. that would rock!

In fact, I already filed this (more or less) as an issue on Civicspace which uses the Drupal core:

You can see the response of Neil Drumm also. As you can see, nobody is working on it at the moment and although I kind of offered to help, I am finding it difficult to get people for the work.
And I can't agree more about having all the settings in one place- the current setup is so incredibly confusing- you need to go to administer>modules>enable a module>save it, then go to blocks> enable it> save it, then go to administer> settings>module name etc. for most modules.
I am sure (or at least, hopefully) people are working on making things simpler.
