Weight not working on two "sticky" nodes

I have a node that is my front page welcome message. I just created another node that I want to show under the welcome, and only on the front page as well. Both nodes are type "basic page", both are published, both are promoted to front page, both are "sticky".

I set the weight of the welcome message to -20; the weight of the second node I left at zero. I do not have "use menu weight" enabled. The second node is always showing above the welcome message on my front page.
