I am using Drupal 7 and have installed panels module and enabled mini panel. I have created a mini panel but when I go to blocks section of my default theme, I am not able to see the block (block is not visible) but in the rest of the themes, mini panel block is visible.
Can anyone help me with this?

I just had the same problem, in my case Ctools Page Manager was not enabled.
Solution : enable Ctools Page Manager and the mini panel block will appear in admin/structure/block
Maybe Ctools Page Manager should be added as dependency of Mini-Panels ?
