When I enable the admin_user_user view, the list and permissions tabs are no longer available at admin/people. None of the other admin views are missing tabs, but for some reason the "permissions" tab is not included in the admin user view.

Are you sure this problem exists in the dev version? This was fixed in #1607648: Permissions tab in people settings are dispared. Please check the issue queue before posting issues :)

Yes, sorry, wrong version. I meant to say 7.x-1.0-alpha1.

I did, however, search all the open issues and googled the problem with no luck. Sorry to repost, but since the issue was closed and not fixed in a new alpha version, it was very difficult to find.
