Select a page building tool

This is a similar issue to the one on the commons distribution:

I think its easier to build the conference websites using a tool like context or panels instead of just regular blocks module. I also rather use panels than context which is what commons decided. So this is a request to just include panels on the makefile, we would like to use it for the saopaulo website.
