Content Creator role can only create content for groups to which they belong

Issue Summary

With two exceptions--being able to create user groups and having limited access to the Admin Dashboard--the Content Creator role seems to have exactly the same priveleges as the Authenticated User role. i.e. CCs can only create content in groups to which they already belong.
