Issue Summary
Changing the date format in the admin section does not have effect on how the date is shown on the pages itself.

I need some more information about the theme and pages this applies to. The format_date changes rely on modules playing "nice" and not using a custom date.

Lack of feedback and testing has shown this workes as designed.
