Add permission-based access restriction to 'registrations' view [#1744750]

The registrations view should have permission-based access restrictions. Probably 'administer registration'.

Update: Waiting on a few changes to Views support for Entity Registrations module. Afterwards, we'll reroll that View.

Just for clarification, the next ETA is going to be for BADCamp?

I'm happy to see that the demo works with simplytest.me btw!
