admin/panels/panel-node - there are two checkboxes which say "new Node comment form".

One is this: name="panels_common_default[node_comment_form]" id="edit-panels-common-default-node-comment-form" value="node_comment_form"

The other is this: name="panels_common_default[node_type_desc]" id="edit-panels-common-default-node-type-desc" value="node_type_desc"

Looks like an issue with node_type_desc rather than duplication. If I find any more detail will post back.
