I cannot seem to allow a specific role to access Mass Contact. All three permissions are checked for my role, but they cannot see it in their menu at all. What am I doing wrong?

Have you also enabled the menu item in admin/build/menu? By default, it's disabled.

I had this same issue.

Enabling the menu item fixed this.
