As it stands, apps_menu is a difficult piece of of code to grok. Rework it to be more explicit and use the % placeholders where appropriate.

This is a total rework of how menus are called and needs to be tested quite a bit. All the standard tests work, as does profile installs (which don't use the menu, but was worth testing.)
