There are new country codes for Serbia and Montenegro. This patch removes "Serbia and Montenegro" and adds two seperate entries for "Serbia" and "Montengro" to the ISO 3166 list.

looks like in the latest version the are separate entries, but the old combined one is still there. Does this patch need to be re-rolled, just deleting the old combination entry?
