Issue Summary
Is it possible to have it set up such that users could upload files to a temporary directory and it would add that upload to a page only accessible by administrators where they could approve it and thus add it to the rest of the downloads (and correct download category?), otherwise if it's not approved the file is deleted along with the upload info and is removed from said page.
This feature is something that I use regularly on an e107 site and would be necessary to have this if I were to convert it over to drupal.

This seems like a desirable feature. I am considering a similar type of controlled uploading on my own site as well, so it must have some relevance ;)
