I was wondering whether there is any interest in adding functions to filter.module that will allow developers to invoke individual filters instead of input formats. I'd give it a try myself if there is some interest.

As of https://drupal.org/node/1817474, this capability is now more or less available.

And, clearly, over the past 7 years there has been barely any interest for this more selective capability. You're always free to just manually apply the filter, which is probably what most other people have done with this need.

This is not something core should support, so closing.
