@Bojan mentioned that the description do not make so much sense on the language negotiation page.

Yay for shorter strings!

I made one tiny adjustment which was to use single quotes on:
+ 'description' => t("Account site language setting."),

...since the old string used an apostrophe, but the new one doesn't.

Committed and pushed to 8.x. Thanks!
