I went to /taxonomy/term/65/edit?destination=admin/structure/taxonomy/category and then under "Meta Tags" --> "Title" --> I changed the title but it does not show up for the term title tag when I go to /taxonomy/term/65/.

Actually, it is consdering the "NAME" provided at /taxonomy/term/65/edit?destination=admin/structure/taxonomy/category as the "page title".

Please let me know how to change title for the vocabulary terms.

This is a known problem that stems from a core issue, see #1700160: Support taxonomy term pages until taxonomy supports hook_entity_view() for more details.
