Remove "Mobile friendly navigation toolbar" as requirement for Edit

That said, as a content creator with an existing site and community, I do want to install edit, but I don't want to install "mobile friendly" because it's not a requirement for my community at this point. Seems like a "separation of concerns" thing.

I see the need for the mode switching between View, Edit, and Advanced edit, but surely that can be handled without requiring a separate module for a mobile toolbar?
