Tooltips:
There are a couple of modules that try to address this (qTip and BeautyTips), however both modules leave room for improvement.
A tooltip module would definitely help us provide a more user-friendly form.

Dialogue Boxes:
It would be nice to be able provide an alert/dialogue box when a user interacts with a form (eg. selects A from a set of radio buttons).

You can use conditionals to display a markup component when a select item is chosen. Tooltips are outside the scope of webform.
