The 'doc' dir is empty in CVS. You should either put something in it, or I should remove it from the repository (and you should take it out of the README's section on directory layout) until you actually have things to put in there. ;) Probably the best thing would be to just remove it and leave most of the docs available via the g.d.o wiki page and/or a d.o handbook page, etc, with the pointers you've already got in the README. I added a PDF snapshot of the Google Docs documentation page - will keep updating it as the docs mature.
