Add option to add card on file functionality to the terminal

The terminal is currently unaffected by card on file. Some sites want an easy way to add purchases when you have a person's credit card on file.
The proposed change would allow a privileged administrator to charge an existing card on file (and add cards on submit) this could help customers who call in with their online shopping.
