Line break filter not functioning

I was looking at comments on my site today and noticed that the line break filter has ceased working properly.

For instance text like this:

Testing text test

Testing text test

Is rendered as:

Testing text test
Testing text test

So the <p> is being entered but not the <br>

If I go to input formats and turn everything off except Line Break Filter the problem persists.

Ideas?
