No CAPTCHA is perfect even when working properly. They might have good enough OCR to read the text, at least some of the time. They may pay people to solve them; there are lots of possibilities. I can't help without more information, such as a problem with the reCAPTCHA module itself.

yes, the must have OCR, because I doubt people are submitting it, because I approve each comment, they would give up already
