News Site - Most Popular/Voted Content?

Hi,
I am setting up a news agency site which focuses on user submissions. We are trying to set the site up so that the highest voted (voting module installed) content is displayed higher and higher up so that eventually they will be promoted to the front page.

The system should be rather like digg bu with the layout of Reuters etc. I would like the homepage to display links to the most popular content of each category, including video, audio and images.

I have installed several of the modules found here: http://groups.drupal.org/node/5281?

But cant quite figure out exactly how to make it work.
I have installed the HOF, voting and CRE modules.

Further more, is it possible to combine the number of positive votes received with the number of views to give a more accurate representation of the popularity of the sites content?
