After hit add button the file will keep in working folder for temporary,
how to make file not moved in to active folder (stay in working folder event the submit button was hit)...?

You can't. This is per design: files go in working after you hit add, while you edit your node, preview, etc. The moment you publish the node, the working file gets promoted to active.

If you want it there, but don't want your users to know about it, you can always select the hidden checkbox.
