when I set the widget of field-collection field as "table" then the field labels of the fields within field-collection do not appear in ther edit form, though reappears in the frontend
so they need to be selected as "embedded" to view in the edit form

Same here when I set Widget Type to "table" on the "Manage Fields" tab. Setting "format" to "Table of field collection items" seems to be where the change is intended to be set. That doesn't change the display of the fields, however, so I'm clearly not doing it right.

Edit to add: I guess the field display is not supposed to change in the edit screen. I seem to have misunderstood what this module does. Sorry.
