Is there a way to combine taxonomy pre-defined lists with the option to add free tags if the list isn't sufficient? For example if a vocabulary named 'Tags' contained the terms 'banana, plum, apple, other,', if 'other' is selected then the user may enter their own tag, which is then (optionally) added to the terms list?

I've seen similar discussions: http://drupal.org/node/133208, http://drupal.org/node/133208; and was wondering whether there was a module to do this now?
