Instead of clearing a table after downloading them, would it be possible to create a function that archives submissions into an "archived" folder, or folders? Folders can be labeled accordingly, such as "Forwarded to HR", "Taken care of by Reception"... this way my boss doesn't bother everyone about the same things over and over again.

Would it be possible?

I think this is outside the scope of webform. If you're looking to organize your submitted content, I suggest trying the CCK approach. Then you can mass assign properties through taxonomy or views bookmark.
