Can you state whether or not the browscap module in the php.ini file needs to be uncommented or commented out, for your browscap module to work properly or best, please. Thank you.

The Browscap module automatically imports data from the Browser Capabilities Project, it does not rely or utilize the browscap.ini file which the php function get_browser relies on. You should be able to enable the Browscap module and it should work correctly without modifying any server settings.
