We need tests!

I committed the first, most basic tests. But really we need tests for (in no particular order):

• setting global settings
• creating a tag
• key|val pairs
• overrides
• "special" key val pairs
• tags as blocks
• taxonomy terms
• scheduling
• ad test page
• and more...

I'm committing this patch which adds a couple more minor tests but also lays out what other tests are needed in order to close this issue.

In addition to the patch in #2 I've also committed this patch. I'd say test coverage is pretty good now. Certainly good enough to close this issue.
