In Spark, when using the layout tool (under admin/structure/panels/layouts), you can move regions around to create different layouts.

However, the edits made to one breakpoint carry over all breakpoints.

For example, if at 1010px I move Footer C to the top, then Footer C appears at the top of all the breakpoints.
Is there away to move Footer C independently, so it is at the top of the 1010px but at the bottom (or even deleted from) the 320px breakpoint.
