Is it a good practice to add "description" and "Keywords" meta tags to page.tpl?

Also, using Drupal’s robot.txt file is there a way to achieve the equivalent of <meta name="robots" content="noarchive,noindex" /> ... if so, please tell me how and what i need to input???
