Alpha 3 release partially implements pluggable layer handlers (hopefully one of the last 0.x releases before we can decommission this branch and start working off 2.x)
This is an initial tag of the 0.x codebase, which is the basis of the changes that will comprise the 2.x codebase. It is very different from the 1.x codebase, so users should be cautious when upgrading. However, it is very useful for developing new code that is ready for the future.
