Is it only possible to save nodes via the 'Save Entity" action or am I missing something? I am using a user reference field to create a list of users in a node form and trying to save this field via Rules "Save entity" on specific triggers/events. But it doesn't save the field and on reload it is always blank. Is there another way to save fields/nodes?

Hard to say without seeing an export of your Rule - that would tell us exactly what you are doing and allow us to point out any problems. 'Save entity' is what you want, so if you've configured things right you should be able to do what you describe. If this is still a problem for you feel free to reopen this issue with an export of your Rule and a detailed description of how you've set up your content type.
