I know that for Inivision Power Board there is a mod for it that displays a message encouraging users to register. (You can see this mod in action on the Neowin forums).

Is there a module like that for Drupal?

investigate the front page.module or one of the code snippets that you can use to show messages to users that aren't logged in. Which then can be used in a block.
