Description:
Following the lead and pattern of content permissions such as "Edit all Article content" and "Edit own Article content", translation permissions were also broken down to all-encompassing and ownership based solutions. Formerly "Translate content" referred to all content. In Drupal 8, "Translate content" was renamed "Translate all content" and "Translate own content" was introduced instead. The upgrade path ensures that previously assigned permissions are now mapped to the new permissions.
There is also a translation_user_can_translate_node() utility function to make it easy to tell if a user has access to translate a node.
