active menues does not fully support rtl

when i enable an rtl theme
the navigation menu is shifted to the other side of the screen. normally the right side (havent tried the reverse!).
when i do this the + signs are hidden under the scroll bar. however, even then, the plus signs do not work.
i have to click on the menu item to open it.

---- once its open the plus sign works.
