On new sites, I often find myself configuring the same rules, such as notification on comment, or new node etc. Have you thought about setting up some kind of a Rules DB or repo? Could be a nice competitor to features.

+1. It'd also be cool to have sets of components for various contexts, like a store or a non-profit website etc.

The Rules maintainers aren't planning to implement this, as you might have guessed. But there's nothing to stop you from adding to the examples in the Rules documentation (see link on project page) or even creating your own documentation pages here on drupal.org to collect some useful rules. There's no need for an external repository - these can be hosted on drupal.org.
