I am offering to become maintainer or co-maintainer for this theme.
My main goal initially would be to fix as many known bugs as possible, then work on a more extensive roadmap to provide enhancements. I'll be happy to work with others to improve the theme.
I've tried to become active by supporting the issue queue. I've submitted the following patches in response to issues raised by other users (which are awaiting review or action):
#1728256: Patch to user.js needed for proper handling of password-strength and password-suggestions
#1561100: Ajax Post
#1471106: twitter_bootstrap_form_element breaks states.js
#1772342: Internacionalization of html lang tag
I'm aware of other issues with the theme, specifically which cause issues with some ajax and menu functionality, which I would like to resolve. I have some time available each week. Hopefully we see regular progress made to ensure this theme develops momentum again.
A number of forks are appearing that are derived from this theme and it's disappointing that this has to happen. It would be better if we can work together to ensure twitter_bootstrap remains up to date.
I've contacted Docc and frankbaele via the contact form. Currently, I am still awaiting a response.
Frankbaele made a request prior to this to become maintainer #1634034: maintain Twitter_bootstrap but it is unclear whether anything has occurred since he made the request.

natted commentedwundo seems to be maintainer now, so I may as well close this - still able to help if required and will submit patches as I can.

I'd really like to see if we can get this theme working smoothly out of the box with Drupal core.

natted commentedI contacted frankbaele a while back via email but he didn't reply. I also messaged him on twitter. Perhaps he is co-maintainer only as well?

andregriffin commentedDocc said he made frankbaele a maintainer, but now no longer has maintainer privileges himself. I think there is a procedure here for gaining control from non-responsive maintainers.

andregriffin commentedWell, we should rename this project anyway since "Twitter Bootstrap" is now just "Bootstrap", and there is no way to just change the shortname for this project, thus I've created Bootstrap Framework. I'll move over all active maintainers, and once we get the 2.x dev moved over, we can reassign everything still open in the issue queue, and make a note that this project page is dead. That sound like a good idea to everyone?

natted commentedThe name bootstrap_framework seems good, it makes sense if twitter are not going to be part of bootstrap in the longer term.
I was talking with @gagarine via email and he may be maintainer now as he mentioned he'd grant me access.
