DO NOT REMOVE theme_ functions for now

Needs re-roll.

really necessary to remove?

I don't think anything here needs a re-roll. I agree with what fabianx said in #7, I don't think it is desired to remove the drupal_get_path().

The toolbar.twig is committed to the front-end branch and is currently being called.
