Issue Summary

This is postponed on having a reviewable patch at #1137920: Fix toolbar on small screen sizes and redesign toolbar for desktop.

In the meantime, pointing Spark at the old alpha1 release for something stable.

The one last issue to get the toolbar feature-complete is #1847198: Update the structure returned by hook_toolbar(). It'd be nice to get that finished off before tagging the release.

But nope, nothing to stop anyone who wanted to take this on from starting!

I believe this is fully ported now at http://drupal.org/project/navbar and Spark 7.x includes the new alpha5 version too.
