Standardize capitalization on actions in user admin: 'edit permissions', 'edit role', 'edit', 'translate', 'view', 'cancel' [#1785038]

This a subtask of issue 421118 for a complete history and links to the other subtasks see #421118: [Meta] Standardize capitalization on actions

Problem/Motivation

Lowercase action words are harder to translate. Many contributed modules, like Organic Groups and Views, already use uppercase action words.
To make this task better manageable we decided to split it on a module basis.

Proposed resolution

Change delete to Delete, configure to Configure, view to View, etc.

Remaining tasks

We need a patch for the "edit permissions" module.

I think we should gather all the user admin Action word changes into one issue and add a screenshot of before and after.

Would make sense to do it for different areas in the administration like content type administration (fields, display etc), menu administration, roles and permissions, revisions, translation etc. Doing one big issues / patch for the whole administration could get quite big.

If we are changing to different areas in the administration or per module, could we start closing all these issues and create new ones.

Updated patch. Should cover everything including 'view', 'cancel' and 'edit' links used by Views. I can't find any 'delete' links in the user module. Profile field labels are handled by field_ui, and labels when translating the user profile are handled by translation_entity.
