Add Global Switch

Adding an Admin setting to globally turn on or off the inclusion of the js/css. Since many pages may not use the hovertip functionality, it would be good to turn off the extra includes and call '_hovertip_init()' from inside the theme or other custom code. Very simple update but will allow better performance on pages without hovertip, if the dev uses '_hovertip_init()'.
