Link loses new user data

I changed my terms to a link instead of showing on the registration page. Now when a new user registers, they input all their new data, get to the bottom and then click on terms link. They go to another page, read the terms and then go back. When they get back, all the new user data which was just input is gone. Not user friendly. Is there a setting for this?
