I'm having trouble finding information about which version of the module is currently in development.
There is a roadmap but only version 2 is covered: http://groups.drupal.org/node/51733
Beside that there is also a list of goals for version 3 that seems more like a wishlist than a plan: http://drupal.org/node/1353122

Can you please provide a statement regarding the current state of development? In other words if somebody is about to plan contributions which version of the module should form the basis?

I'm definitely interested in participating in this discussion. OpenLayers is a powerful tool.

As you can see on https://drupal.org/project/openlayers version 2 is currently under development, aiming for a stable release.
The ideas for version 3 are indeed a wishlist. Does that answer your question?

I do now assume that version 2 is the current version under development. Further I do assume that there might be other minor releases of version 2 before version 3 is pushed forward.
In case these assumptions are correct, your comment does answer the question.
